Who decides land use in unincorporated Utah County

The county makes land-use rules for the unincorporated area (Utah Code 17-79-101). State law requires a countywide planning commission for it (Utah Code 17-79-301). The Utah County Planning Commission reviews general plan amendments and land-use regulations, holds the public hearing and sends a recommendation. Only the county's legislative body can enact or amend a land-use regulation, and it may adopt the recommendation, change it or reject it (Utah Code 17-79-302, Utah Code 17-79-501, Utah Code 17-79-502, Utah Code 17-79-503). The county's Community Development planning commission page describes a zone map amendment as "an application to rezone a specific unincorporated area," and says it requires approval by the Planning and County Commissions. From September 15, 2026, the legislative body may act without waiting for a recommendation if the applicant asks or it decides the commission has had enough time (Utah Code 17-79-502).

Inside a city or town, the city's or town's own planning commission and council handle land-use items, not the county. See the Utah County page for each city and town.
