How a rezone works in Layton
Under Utah Code 10-20-503, only the legislative body, in Layton the City Council, can change the zoning map, and it must first send the change to the Planning Commission for a recommendation. Under 10-20-502, the Planning Commission gives notice, holds a public hearing and makes a recommendation. The Council then gives notice, holds a public meeting, and adopts or rejects the change, as proposed or with revisions. Starting September 15, 2026, the Council can act without waiting for the commission's recommendation if the applicant asks under 10-20-905(2)(b) or the Council decides the commission has had enough time.
Layton follows that order. The Planning Commission holds a hearing and forwards a recommendation of approval or denial to the City Council, and the Council holds its own public hearing. (Older references cite Title 10, Chapter 9a; the current sections are in Chapter 20, renumbered in the 2025 First Special Session.) For the full statewide process, see our Utah rezone and annexation guide.
